MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2011 <br />APPOINT <br />REPS TO <br />FIRE <br />DEPARTMENT <br />LONG RANGE <br />PLANNING <br />COMMITTEE <br />AUTHORIZE <br />DEER HUNTING <br />ON THE <br />FRATTALONE <br />COMPANY <br />PROPERTIES <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -11 -234 — APPROVING THE FIRST <br />AMENDMENT TO CONSTRUCTION LOAN AGREEMENT WITH GRABA <br />PROPERTIES LLCAS PREPARED BY THE CITY ATTORNY AND <br />RECOMMENDED BY THE CITY ADMINISTRATOR AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that one of the City's goals developed <br />last spring was to do long range planning relative to the services provided <br />by the Little Canada Fire Department. Since that time the City Council has held <br />two workshops with the Fire Department. At the latest workshop held on <br />November 14'1', the consensus was to form a committee to evaluate service <br />delivery options for the Fire Department. It was recommended that the <br />committee include City Council representation. It was also noted that if more <br />than two Council Members serve on the Committee, the Committee would be <br />subject to the Open Meeting Law. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -11 -235 — APPOINTING MAYOR BILL <br />BLESENER AND COUNCIL MEMBER JOHN KEIS TO TIFF LITTLE <br />CANADA FIRE DEPARTMENT LONG RANGE PLANNING COMMITTEE <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that Frank Frattalone has requested the <br />ability to conduct a bow and arrow deer hunt on his company property in the <br />City which is located just south of Blacktern Pond. The Administrator <br />recommended approval of a bow hunting permit for Mr. Frattalone on a <br />trial basis through the end of the year and subject similar rules that were in <br />place for both the Metro Bow Hunters Resource Board and the Sculley Family. <br />The Administrator reported that Mr. Frattalone has bow hunting expertise, but <br />would be required to obtain sharpshooter status. The Administrator noted that <br />the Frattalone site consists of 13 acres. It was noted that the permit would apply <br />6 <br />
