MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2011 <br />ALTERNATE <br />WATER <br />METER <br />SYSTEMS <br />to Mr. Tony Frattalone as well, who would also be required to comply with all <br />rules and conditions. <br />Blesener pointed out that the City of Vadnais Heights has granted a similar <br />permit to Mr. Frattalone to hunt his residential property in that City. <br />Keis pointed out that there is a lot of open area on the Frattalone Company <br />property. The Administrator agreed, but noted that there is some wooded area <br />along the pond. <br />The Administrator also reported that the Metro Bow Hunters Resource Board is <br />discontinuing its weekend hunts for the year. However, the Sculley Family may <br />continue their hunt. To date, 33 deer have been taken compared to the 52 taken <br />last year. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011-11-236 — APPROVING A BOW AND ARROW <br />PERMIT FOR MR. FRANK FRATTALONE AND MR. TONY <br />FRATTALONE TO HUNT THE FRATTALONE COMPANIES PROPERTY <br />THROUGH THE END OF THE YEAR ONA TRIAL BASIS SUBJECT TO <br />COMPLIANCE WITH THE RULES AND REQUIREMENTS AS DRAFTED <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Public Works Superintendent reported that installation of the City's <br />fixed - network water meter system is expected to commence on December 5th. <br />The fixed - network water meter system utilizes radio waves to transmit water <br />usage information from a home to City. Readings will be transmitted four times <br />per day for a total of less than 1 second of transmitter signal per day. <br />The Superintendent reported that a resident has expressed concern with having a <br />fixed - network water meter installed in her home due to potential health effects <br />from the radio waves. The City of St. Paul had a group of residents with similar <br />concerns, and developed a policy for alternate metering systems. The <br />Superintendent also reported that the City of St. Paul did some research on the <br />potential health risk, and the Superintendent noted the information included in <br />the Council's packet from the World Health Organization which indicates that <br />given the very low exposure levels, there is no convincing scientific evidence <br />that weak radio frequency signals cause adverse health effects. The <br />Superintendent pointed out that there are many different forms of wireless <br />technology which include radio, television, cell phones, wireless routers, and <br />7 <br />
