These <br />devices have been in existence for many years without any adverse health <br />consequences being established. Fixed- network meter systems are not any more <br />powerful than any other wireless technologies. However, in order not to be <br />insensitive to people's concerns, the Superintendent recommended that the <br />Council adopt an alternative water meter system similar to St. Paul's for those <br />residents who have the concern. <br />The Superintendent reviewed the alternate water meter systems that could be <br />used. The first option would be to mount the radio transmitter on the outside of <br />the house, which would prevent radio frequency signals from being transmitted <br />through the house. This would be at no additional cost to the property owner. <br />The second option would be to install a standard touch pad mounted to the <br />outside of the house that can be manually read each quarter by City staff This <br />option would be at a cost of $12 per quarter. <br />The Superintendent also pointed out to the Council that Little Canada's fixed - <br />network system will transmit for a total of approximately 1 second per day. <br />Given that St. Paul has a drive -by system, transmissions from homes range from <br />5 to 7 minutes per day. <br />After reviewing the information presented by the Public Works Superintendent, <br />it was the consensus of the Council to adopt the alternative water meter system <br />policy as presented. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -11- 237 — ADOPTING THE ALTERNATE WATER <br />METER SYSTEMS POLICY AS PRESENTED BY THE PUBLIC WORKS <br />SUPERINTENDENT WITH THE CLARIFICATION THAT OPTION TWO <br />IN PROVIDING A TOUCH PAD SYSTEM WOULD BE AT A COST TO <br />THE PROPERTY OWNER OF $12.00 PER QUARTER <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the related health information provided by <br />St. Paul and the World Health Organization would be included on the City's <br />web site. Mailings to residents notifying them of the meter change out would <br />also include pertinent information. <br />8 <br />
