Code, as it exists today, will allow an EMC to change once per 24 hours. By the end <br />of September, you felt that new legislation will allow EMCs to change every 10 minutes. <br />The character height cannot exceed 10" and messages have to change immediately (no <br />scrolling or fading in /out, etc.). <br />2. The city requires individual letters and requires them to be individually- mounted on <br />the wall, no raceways are allowed. <br />Some thoughts for the Planning Commission and City Council personnel as sign codes are <br />periodically reviewed: <br />As you and I discussed, individually- mounted letters require two, rather large (for neon <br />letters) electrical holes per letter to be drilled into the building (in addition to the <br />mounting holes themselves). In addition to the holes, individually- mounted letters are <br />more expensive to install and more expensive to service than individually- mounted letters <br />on raceways. When a tenant leaves (especially valid in shopping centers), the wall should <br />be refurbished before new letters are installed or the patched holes will be quite <br />unsightly and if enough letters are repeatedly installed and removed, the facade will <br />eventually be so weakened that it will have to be reinforced. This actually happened to <br />one of my installers during an installation on a brick wall. <br />Regarding McDonald's, the front wall (the EFIS portion of the wall that is decorative) on <br />Minnesota Street is not substantial (thickness) enough to support individual letters. <br />That's why the raceway- mounted sign was being installed on 2" square steel tube supports <br />that protrude from the building. <br />The city of Burnsville also requires individual letters (illuminated and /or non- <br />illuminated) but will allow raceways. By painting the raceway the same color as the <br />building, most raceways are never noticed.
