Hanson, City Administrator <br />DATE: August 22, 2007 <br />RE: Cul -de -sac Design for Evergreen Hills <br />Staff is concerned with the design of the cul -de -sac for the above referenced development. <br />Specifically, can vehicles of various sizes navigate this area while still allowing for some occasional <br />on- street parking. Also, is a one -way street a good idea for this area? <br />The Public Works Superintendent and I toured some streets in Hugo and White Bear Township <br />yesterday to get a feel for the dimensions proposed. While none of the streets we looked at is exactly <br />as proposed here, we did find some information that appears to be pertinent. What we viewed is as <br />follows: <br />➢ Victor Gardens — Large garden area within cul -de -sac not used for infiltration. Radius <br />of cul -de -sac was at least 160 feet. Two -way traffic was handled on a 30 foot wide <br />(back of curb to back of curb) paved street. <br />1' Fable Hills — Larger Park /garden area in middle of cul -de -sac. One -way traffic around <br />center area that was 26 feet wide back of curb to back of curb. Parking was not <br />prohibited. <br />➢ Fable Hills — Large garden /park area on more of a circle design versus a cul -de -sac <br />that utilized a one -way street that had parking bays provided on a significant portion <br />of the street. One -way portion with parking bays was 26 feet wide. Street width <br />without parking bays was 18 feet wide and was much less curved that our cul -de -sac <br />would be. <br />➢ Detached town home development by Fable Hills — Radius of cul -de -sac appeared to <br />50 feet to back of curb (this matches what is proposed for Evergreen Hills). Two -way <br />traffic was provided for, but on- street parking was not allowed. The road leading to <br />the cul -de -sac was 28 feet wide, within the cul -de -sac, the width narrowed to 26 feet. <br />➢ A development in White Bear Township south of 96 and west of Otter Lake Road had <br />a cul -de -sac radius similar to what is proposed for Evergreen I -Iills of about 50 feet <br />
