➢ with a center island that was landscaped. The road allowed two -way traffic and was <br />not posted for any parking. The road width around the island was 24 feet. <br />Staff's concern is that we design a cul -de -sac that will not create problems in the future. Limiting <br />parking may be ok if we allow it by permit for holidays or special events assuming it is not <br />reasonable to totally prohibit parking in the cul -de -sac. We also want to make sure it functions well <br />for snow plows, garbage trucks, and other larger vehicles that need to traverse this street. <br />To document this concern, one only needs to review the drawing prepared by the developer's <br />engineer to show the turning movement of a 30 -foot long vehicle. (See diagram attached.) You will <br />note that the vehicle can "make the turn" by having its front end on top of the curb line while still <br />leaving eight foot for parking. However, the car would also need to be right on the curb to do this. <br />Given the fact that vehicles usually stay away from curbs, whether driving or parking, then the 22 <br />foot wide street seems to be too narrow. <br />Public Works and the City Engineer also did some test runs with our snowplow. We can get our <br />snowplow around the cul -de -sac on a 22 -foot surface assuming no parking. However, if a car was <br />parked on the street, we could no make it. (It should be noted that parking when overnights or after <br />two inches of snow is prohibited, but that does not always mean a vehicle still won't be present. <br />Public Works would prefer more width to ensure good vehicular movement. <br />Staff likes the idea of less impervious surface and providing an amenity in the summer months with <br />planting in the infiltration basin while also providing a place for winter snow storage. However, we <br />must emphasize the functionality of this design. Therefore, the City Engineer, the Public Works <br />Superintendent and I are recommending that we require a paved width of 26 feet and a minimum <br />inner radius of 30 feet.
