EXHIBIT A <br />CITY OF LITTLE CANADA <br />Ramsey County, Minnesota <br />RECORD OF DECISION <br />FINDINGS OF FACT, CONCLUSIONS <br />DATE: September 26, 2007 <br />RE: Determination of Need for Environmental Impact Statement (EIS) <br />PROJECT: St. Jude Medical Campus Expansion <br />LOCATION: Northwest quadrant of Highway 36 and Interstate 35E <br />FINDINGS OF FACT <br />1. Pursuant to Minnesota Rule 4410.4300, Subpart 14, the City of Little Canada, <br />Ramsey County, Minnesota, acting as the Responsible Governmental Unit (RGU) <br />prepared a mandatory Environmental Assessment Worksheet (EAW) for the St. Jude <br />Medical Campus Expansion project. <br />2. The EAW is incorporated by reference in this Record of Decision. <br />3. As indicated in the EAW the project consists of adding 475,000 square feet of <br />office, laboratory, manufacturing and employee amenity space and 2,460 associated <br />parking spaces in parking decks on a 47 -acre site currently occupied by 112,500 square <br />feet in two office buildings that will remain and 438 surface parking spaces that will be <br />eliminated. <br />4. The City Council authorized publication of the availability of the EAW in the EQB <br />Monitor and distribution of the EAW for review and comment at its meeting on July 25, <br />2007. <br />5. A press release announcing the availability of the EAW for public review and <br />comment, including a brief description of the project was sent to the Roseville Little <br />Canada Review on August 1, 2007. <br />6. The EAW was filed with the Minnesota Environmental Quality Board (MEQB) and <br />notice of its availability for public review and comment was published in the EQB <br />Monitor on July 30, 2007. <br />
