7. A copy of the EAW was sent to parties on the Minnesota Environmental Quality <br />Board Distribution List and to persons who requested a copy. <br />8. The 30 -day public review and comment period for the EAW began on July 30, <br />2007 and ended on August 29, 2007. <br />9. During the 30 -day public review and comment period, the City of Little Canada <br />received written comments from five (5) different regulatory agencies as follows: <br />a. Minnesota Department of Natural Resources <br />b. Minnesota Pollution Control Agency <br />c. Ramsey County Public Works Department <br />d. Metropolitan Council <br />e. Minnesota Department of Transportation <br />The written comments received and the City's response to each are listed on Exhibit A <br />attached hereto in bold type and regular type, respectively. <br />10. In deciding whether the project has potential for significant environmental effects <br />the City of Little Canada considered the factors set forth in Minnesota Rule 4410.1700, <br />Subpart 7 and finds as follows: <br />a. Type, extent and reversibility of environmental effects; <br />The primary issues associated with this project are the increase in vehicle traffic levels <br />and the conversion of wooded /forest area to building, impervious surface and ponding. <br />Rice Street is experiencing traffic congestion, particularly at intersections. Impact of the <br />project on Rice Street would be mitigated through the construction of an additional left <br />turn lane on County Road B -2. Planning for this improvement and the upgrade of Rice <br />Street to better accept this additional left turn movement is underway. On site storm <br />water collection, ponding and treatment will mitigate impacts of storm water runoff <br />associated with the increase in hard surface area. Conversion of wooded /forest has <br />been minimized through directionally boring utilities and extensive use of retaining walls. <br />b. Cumulative potential effects of related or anticipated future projects; <br />The proposer has an office campus across State Highway 36 from the project site to <br />which an addition of 100,000 square feet has been approved. Traffic on Rice Street is <br />congested particularly at its intersections with State Highway 36 on and off ramps <br />whether this project and the above expansion occur or not. Planning for the upgrading <br />of Rice Street has commenced. <br />c.
