The extent to which environmental effects can be anticipated and controlled <br />as a result of other available environmental studies undertaken by public <br />agencies or project proposer, including other EISs. <br />The proposed project is similar in nature to numerous other projects that have been <br />constructed in the state where no environmental impacts occurred that were not <br />anticipated by EAWs and /or EISs completed by public agencies. <br />CONCLUSIONS <br />1. The City of Little Canada has fulfilled all applicable procedural requirements of <br />law and rule regarding the determination of need for an Environmental Impact <br />Statement (EIS) for the proposed St. Jude Medical Campus Expansion project. <br />2. Pursuant to Minnesota Rule 4410.1700, Subparts 6 and 7, the proposed project <br />has been evaluated by the public, governmental agencies and the City of Little Canada <br />to determine potential environmental effects. Based on findings and record in this <br />matter the City of Little Canada has determined that the proposed St. Jude Medical <br />Campus Expansion does not have the potential for significant environmental effects. <br />3. Pursuant to Minnesota Rule 4410.1700, Subpart 5. a copy of this Record of <br />Decision is being provided to all persons on the MEQB Distribution List, to persons <br />
