MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2006 <br />EXTENSION <br />OF <br />MORATORIUM <br />ON THE <br />ISSUANCE OF <br />CERTAIN <br />ADVERTISING <br />SIGNS <br />RESOLUTION NO. 2006-9-225 — AMENDING CHAPTER 903.020.T. <br />OF THE LITTLE CANADA CITY CODE, KNOWN AS THE ZONING <br />CODE, BY PROVIDING FOR BUILDING MATERIALS <br />STANDARDS IN THE I -I, LIGHT INDUSTRIAL DISTRICT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-9-226 — RESCINDING THE MORATORIUM <br />ON ISSUANCE OF BUILDING PERMITS FOR CERTAIN TYPES <br />OF BUILDINGS IN THE 1-1 DISTRICT UPON PUBLICATION OF <br />THE ZONING ORDINANCE AMENDMENT UPGRANDING <br />BUILDNG MATERIAL STANDARDS IN THAT DISTRICT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener opened the Public Hearing to consider extension of the <br />moratorium on the issuance of advertising signs adjacent to the right -of- <br />way of an Interstate or trunk highway. <br />The City Attorney presented the proposed moratorium extension <br />ordinance, noting that State Law requires that a public hearing be held <br />in order to extend a moratorium. That extension should also be <br />accompanied by findings of fact as to why the moratorium needs to remain <br />in place. <br />The City Administrator reported that the League of Minnesota Cities has <br />been working to prepare a draft ordinance addressing this issue given its <br />State -wide impact. This draft ordinance should be ready soon, and will <br />then be forwarded to cities for their consideration. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />18 <br />
