MINUTES <br />PLANNING COMMISSION <br />JULY 12, 2007 <br />PROPERTY <br />DIVISION, <br />COMBINATION, <br />REZONING — <br />CONDIT <br />STREET — <br />THE HOUSE <br />is planning to present a full plan set during the August meeting cycle, <br />therefore, he recommended that action on the rezoning be tabled until the <br />August Planning commission meeting. <br />Barraclough pointed out that this proposed development will put this <br />property back on the tax rolls. Kim Waisted, Yorkton Ridge, asked if taxes <br />would go down as the result of the St. Jude development. The Planning <br />Commission was unsure as to the impact on the City's total tax base. <br />Duray noted the issue of resulting traffic impact on Rice Street. Duray <br />reported that he is on an advisory committee to Ramsey County that is <br />studying the Rice Street area. In planning for future improvements to Rice <br />Street, the committee is looking for ways to handle additional traffic on <br />Rice Street. Future expansions of St. Jude will be considered in this <br />planning process. <br />There was no one present wishing to comment further on this matter. <br />Duray recommended approval of the Comprehensive Plan Amendment <br />amending the land use designation from Institutional to Commercial for the <br />10 acre parcel on County Road B -2 that St. Jude Medical is proposing to <br />purchase from the Roseville Area School District as recommended by the <br />City Planner. <br />Motion seconded by Knudsen. <br />Motion carried 6 to 0. <br />Duray recommended tabling the Rezoning from Public (P) to Planned Unit <br />Development (PUD) of the 10 acre parcel on County Road B -2 until the <br />August 9, 2007 Planning Commission meeting. <br />Motion seconded by Barraclough. <br />Motion carried 6 to 0. <br />Steve Poindexter, The House, appeared before the Commission requesting <br />approval of a Property Division dividing the north 125 feet from the Zoch <br />property at 2945 Condit Street, and combining it with The House property <br />at 300 South Owasso Blvd. East. Poindexter also requested the Rezoning <br />of this 125 feet from General Business (B -3) to Industrial Park (I -P) to <br />match the zoning of The House property. Poindexter reported that The <br />House is proposing to expand its warehouse, and needs the additional <br />property to do so. The main business of The House is internet and mail <br />-2- <br />
