All the proposed 1 -1 District changes are highlighted in the <br />draft language. Following is a summary of the changes that impact the outdoor storage <br />issue: <br />• Increased allowable accessory building size from 30% of the principal building to <br />60% of the principal building — this change is intended to make it easier to add <br />building space, rather than resorting to outdoor storage area. <br />• Require that display vehicles on outdoor sales lots be licensed and operable, and <br />limit total display vehicles in the 1 -1 District to a maximum of 10. <br />• Redefine Outdoor Storage as an interim use, rather than a Conditional Use — in this <br />way we are able to tie the storage to the user and avoid having the storage CUP run <br />with the land. <br />• Add a series of more specific performance standards for Outdoor storage as follows: <br />- Require a business license for outdoor storage in addition to the IUP — this <br />will allow the City to require regular renewal of the license, and regular <br />compliance checks. <br />Restrict storage area to no more than 50% of the lot area — this <br />requirement is intended to avoid parcels that become primarily storage <br />lots. <br />Require that storage is only available to tenants that occupy at least 40% <br />of the building. This will have a number of effects: 1) no more than two of <br />the building's tenants would be eligible for a license; 2) buildings that did <br />not have tenants qualify by floor area would have no outdoor storage. <br />
