�I�RING TSSO(IfATCS <br />Mt MOM <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 14, 2011 <br />RE: Interceptor 1 -LC -420 Joint Repairs <br />Approval of Plans & Authorization for Advertising <br />Background <br />The City recently entered into an agreement with the Metropolitan Council for the <br />turnback of MCES interceptor 1 -LC -420, 1 -LC -421, a portion of 1 -VH -422, and Lift <br />Station L10. The agreement required the improvement of these facilities prior to the City <br />taking ownership of them. The above referenced project will address the deficiencies in <br />the 1 -LC -420 interceptor and bring it up to an acceptable standard for turnback to the <br />City. The improvements consist of rehabilitation of select manholes, along with the <br />chemical grouting of infiltration issues within the mainline sanitary sewer. In conjunction <br />with the project the contractor will also complete the chemical grouting of several service <br />connections that appear to have significant infiltration. City crews are televising several <br />of these service lines to determine if the infiltration is occurring only at the mainline <br />connection or farther up the service line. The results of these inspections could modify <br />the service work completed. <br />Per the agreement with MCES, the project is being led by the City with Metropolitan <br />Council taking an oversight and approval roll. This process was agreed to by both <br />parties to expedite the work to eliminate inflow and infiltration into the sanitary sewer <br />system which the City must pay treatment costs on. The project costs, excluding the <br />work for the service lines, will be reimbursed by the Metropolitan Council, <br />Requested Action <br />The plans are currently being reviewed by the Metropolitan Council for approval as <br />required by the agreement and we do not anticipate significant comments.
