This needs to be explored as to what this might be. We do not <br />define "occupancy ". Given that snow -birds routinely leave Minnesota for months <br />at a time, single family occupancy is less than full -time residency, but could it be <br />as little as keeping the heat and lights on, and maintaining the property — sort of <br />renting to himself? <br />Regardless of the options chosen, staff discussed the consideration that we create <br />some kind of recordable document to verify that the boathouse is not to be used as a <br />dwelling to ensure that future buyers have some kind of notice of this restriction. <br />In summary, permits can be issued for siding, roofing, windows, etc. provided there is <br />not expansion. Permits for plumbing should be accompanied by a resolution of the <br />status of the boathouse building in two ways: <br />1. Ensure that it is not a dwelling unit (along with the recordable document to this <br />effect); and <br />2. Resolve the principal use issue on 2572 — subdivision, rental of home, removal <br />and lot combination, or some other occupancy determination. <br />The owner will be getting back to the city as to his choice for addressing these two <br />issues.
