Ll44ilIHG G TISSO(IfT1S <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 16, 2011 <br />RE: 2012 Projects Feasibility Report <br />As required as part of the 429 process we are completing the feasibility report for the <br />proposed 2012 Street and Utility Improvements projects. The streets where <br />rehabilitation work is proposed are as follows: <br />• Rosewood Drive — County Road C to the north cul -de -sac <br />• Park Street County Road C to Demont Avenue <br />• Spruce Street — County Road C to the south cul -de -sac <br />• Sylvan Street — County Road C to the south cul -de -sac <br />As directed by the City Council, informational meetings were held with each <br />neighborhood to obtain resident input and gauge project acceptance. Minutes from <br />those meetings are included in the report along with a description of the proposed <br />improvements, estimated costs, and financing for each project. <br />The feasibility report outlines the proposed method of assessment that the Staff feels <br />provides equitable cost sharing among the properties affected. The City Council should <br />provide input on the proposed method. We would also ask the City Council to provide <br />direction on the method of restoration to be used on the project. The City has achieved <br />good and bad results with both seed and sod and both require additional care by <br />residents to achieve the best results. The current project costs are estimated based on <br />seed restoration and would increase slightly if sod were used. <br />At this time we are requesting the City Council accept the feasibility report and call for <br />the Improvement Hearings.
