circ�iNC ‘ 41SSOa -ATCS Memo Mg MOAN TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: December 14, 2007 RE: Neighborhood Meeting Condit Street As directed by City Council, a neighborhood meeting was held on November 20, 2007 to discuss the possibility of reconstructing Condit Street from South Owasso Boulevard to Burke Lane with the adjacent property owners, The meeting minutes are attached and a brief summary of the main issues are included in this memorandum. In order to proceed with a street improvement project it will be necessary to obtain 17- feet of additional right -of -way from two parcels, the Bougie and Grant properties. This additional right -of -way would result in a consistent 50 -foot wide right -of -way from South Owasso Boulevard to Nadeau Road and would allow the City the right -of -way corridor necessary for a street improvement with enough room for snow storage and private utilities. Comments from the public largely centered on the desire to minimize tree loss. Given the existing topographic features, narrowness of the existing roadway, and steep grades it is not possible to protect all of the trees. Residents were told that all attempts would be explored to save trees and that tree replacement as part of the project would also be explored with the Council. Other comments centered around the possibility of narrowing the roadway width. Based on the number of homes served by the roadway from the surrounding neighborhoods, staff would recommend that the minimum roadway width be 28 -feet wide. We have completed a cursory review of the street and will be meeting with the residents again on Tuesday, December 18, 2007 to discuss more specific impacts based on a proposed 28 foot wide street. An update will be provided to the Council at the Wednesday, December 19, 2007 Council meeting. At this time we would request that Council authorize staff to proceed with acquiring the 17 -foot wide swath of right -of -way from the two parcels listed above. The right -of -way acquisition will be an integral part of any improvement and can in some cases be a lengthy process. We would like to begin the process so that it does not affect the timing of the improvement if it moves forward.
