circ�iNC ‘ 41SSOa -ATCS <br />Memo <br />Mg MOAN <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 14, 2007 <br />RE: Neighborhood Meeting <br />Condit Street <br />As directed by City Council, a neighborhood meeting was held on November 20, 2007 to <br />discuss the possibility of reconstructing Condit Street from South Owasso Boulevard to <br />Burke Lane with the adjacent property owners, The meeting minutes are attached and a <br />brief summary of the main issues are included in this memorandum. <br />In order to proceed with a street improvement project it will be necessary to obtain 17- <br />feet of additional right -of -way from two parcels, the Bougie and Grant properties. This <br />additional right -of -way would result in a consistent 50 -foot wide right -of -way from South <br />Owasso Boulevard to Nadeau Road and would allow the City the right -of -way corridor <br />necessary for a street improvement with enough room for snow storage and private <br />utilities. <br />Comments from the public largely centered on the desire to minimize tree loss. Given <br />the existing topographic features, narrowness of the existing roadway, and steep grades <br />it is not possible to protect all of the trees. Residents were told that all attempts would <br />be explored to save trees and that tree replacement as part of the project would also be <br />explored with the Council. Other comments centered around the possibility of narrowing <br />the roadway width. Based on the number of homes served by the roadway from the <br />surrounding neighborhoods, staff would recommend that the minimum roadway width be <br />28 -feet wide. <br />We have completed a cursory review of the street and will be meeting with the residents <br />again on Tuesday, December 18, 2007 to discuss more specific impacts based on a <br />proposed 28 foot wide street. An update will be provided to the Council at the <br />Wednesday, December 19, 2007 Council meeting. <br />At this time we would request that Council authorize staff to proceed with acquiring the <br />17 -foot wide swath of right -of -way from the two parcels listed above. The right -of -way <br />acquisition will be an integral part of any improvement and can in some cases be a <br />lengthy process.
