NEIGHBORHOOD MEETING MINUTES <br />CONDIT STREET <br />TUESDAY, NOVEMBER 20, 2007 <br />6:00 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the reconstruction of Condit Street between South Owasso Boulevard and Nadeau Road <br />by right -of -way acquisition, reconstructed road surface, concrete curb and gutter, and <br />drainage enhancements. See sign -in sheet for those in attendance. <br />The City Administrator introduced himself, Mr. Joel Hanson, Mr. Lee Elfering, City <br />Engineer of Elfering & Associates, Mr. Bill Dircks, Public Works Superintendent, and <br />Mr. Nathan Boerboom of Elfering & Associates. <br />The City Administrator reviewed the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed from there. <br />At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy <br />attached) with those who were present. He stated that an informational meeting was held <br />January of 2005 and that the consensus then was to delay the project until construction of <br />the Hidden Acres development was completed. He then explained, in detail, the existing <br />conditions and the proposed improvements. Mr. Elfering indicated that the proposed <br />improvement would reconstruct the road as a 28 -foot urban section with barrier -style <br />concrete curb and gutter from South Owasso to Nadeau Road. He stated that in order to <br />reconstruct Condit Street, that an additional 17 -feet of right -of -way would have to be <br />acquired from the west two properties south of Yorkton Ridge. Additional catch basins <br />would be installed along with the possibility of rain water gardens to aid in storm water <br />and runoff drainage. <br />It was also stated that the City was looking at including the improvements of Condit <br />Street from Nadeau Road to Burke Lane into this project. However, due to the limited <br />right -of -way, (30 -feet) it is not possible to construct the City's typical 28 -foot wide <br />section and still have room within the right -of -way for private utilities and snow storage <br />outside the street surface. Acquisition of additional right -of -way was not a viable option <br />because of existing improvements in place and that the acquisitions would result in <br />nonconforming lots. Three options exist for this portion of Condit Street: 1) Reconstruct <br />as a 20 -foot rural section, 2) Reconstruct as a substandard width urban section, 3) Do not <br />include this portion of Condit Street into the project. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />During Mr. Elfering's presentation, the residents were asked for comments or questions <br />regarding anything that had been presented.
