CLfCRING & -woo-Al:ES <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 14, 2007 <br />RE: Thunder Bay Road <br />As directed by the City Council, an informational meeting was held on November 20, <br />2007 with property owners along Thunder Bay Road to discuss the proposed <br />reconstruction of the street from County Road D to the cul -de -sac. A copy of the <br />meeting minutes are attached to this memo for your review. <br />The proposed improvements would involve the reconstruction of the entire length of <br />Thunder Bay Road from County Road D to the end of the cul -de -sac. The street is <br />currently an urban section but has failed due to subgrade contamination and high ground <br />water. In 2002 it was proposed to mill and overlay the roadway to correct the declining <br />condition of the street. However, after soil borings determined that the subgrade below <br />the surface was failing the project was canceled due to a need for a full reconstruction. <br />The reconstruction of the street has been delayed by staff until this point due to the <br />limited ability to provide improved storm drainage to the area in the past. With the <br />completion of the storm sewer ponds for the Unweave the Weave project, a new storm <br />sewer outlet can now be provided and the project was proposed for inclusion in the <br />City's 2008 Improvements project. <br />Only four individuals at the informational meeting voiced an opion when asked if the <br />project should move forward, 3 voted to delay the project and 1 was in favor of moving <br />forward. Due to the relatively low representation of those affected by the improvement <br />at the informational meeting a questionnaire was sent out to all those affected. The <br />results of the mailing poll are attached to this memo in the form of an exhibit. It should <br />be noted that in the questionnaire that was mailed to the residents it was stated that no <br />response would be counted as a vote in favor of the improvements. The results were 20 <br />yes votes including the non - responses and 16 no votes. <br />We would ask that the City Council review the attached information and provide direction <br />on if Thunder Bay Road should be included in the feasibility study for the City's 2008 <br />Improvements project.
