CLfCRING & -woo-Al:ES Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: December 14, 2007 RE: Thunder Bay Road As directed by the City Council, an informational meeting was held on November 20, 2007 with property owners along Thunder Bay Road to discuss the proposed reconstruction of the street from County Road D to the cul -de -sac. A copy of the meeting minutes are attached to this memo for your review. The proposed improvements would involve the reconstruction of the entire length of Thunder Bay Road from County Road D to the end of the cul -de -sac. The street is currently an urban section but has failed due to subgrade contamination and high ground water. In 2002 it was proposed to mill and overlay the roadway to correct the declining condition of the street. However, after soil borings determined that the subgrade below the surface was failing the project was canceled due to a need for a full reconstruction. The reconstruction of the street has been delayed by staff until this point due to the limited ability to provide improved storm drainage to the area in the past. With the completion of the storm sewer ponds for the Unweave the Weave project, a new storm sewer outlet can now be provided and the project was proposed for inclusion in the City's 2008 Improvements project. Only four individuals at the informational meeting voiced an opion when asked if the project should move forward, 3 voted to delay the project and 1 was in favor of moving forward. Due to the relatively low representation of those affected by the improvement at the informational meeting a questionnaire was sent out to all those affected. The results of the mailing poll are attached to this memo in the form of an exhibit. It should be noted that in the questionnaire that was mailed to the residents it was stated that no response would be counted as a vote in favor of the improvements. The results were 20 yes votes including the non - responses and 16 no votes. We would ask that the City Council review the attached information and provide direction on if Thunder Bay Road should be included in the feasibility study for the City's 2008 Improvements project.
