NEIGHBORHOOD MEETING MINUTES <br />THUNDER BAY ROAD <br />TUESDAY, NOVEMBER 20, 2007 <br />7:00 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the reconstruction of Thunder Bay Road from County Road D to the cul -de -sac by <br />reconstructed road surface, concrete curb and gutter, and drainage enhancements. See <br />sign -in sheet for those in attendance. <br />The City Administrator introduced himself, Mr. Joel Hanson, Mr. Lee Elfering, City <br />Engineer of Elfering & Associates, Mr. Bill Dircks, Public Works Superintendent, and <br />Mr. Nathan Boerboom of Elfering & Associates. <br />The City Administrator reviewed the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed from there. <br />At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy <br />attached) with those who were present. He stated that an informational meeting was held <br />in 2002 and that the consent then was to delay the mill and overlay project since the soil <br />borings completed showed that a full reconstruction project was necessary. He then <br />explained, in detail, the existing conditions and the proposed improvements. Mr. Elfering <br />indicated that the proposed improvements would reconstruct the road as a 32 -foot urban <br />section with barrier -style concrete curb and gutter. He stated that in order to construct the <br />road properly a soil correction would need to be completed in the subgrade. He also <br />mentioned that previously the City did not have the ability to significantly improve the <br />drainage in the area because of the lack of storm sewer depth in the area. As a part of the <br />Unweave the Weave project, the City worked with Mn/DOT to provide for capacity in <br />the Mn /DOT treatment ponds along County Road D for the Thunder Bay Road storm <br />sewer system. This will allow additional catch basins to be installed along the roadway. <br />To meet watershed stormwater treatment requirements the City will also be constructing <br />rain water gardens along the roadway. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />➢ There was a question on how far the apron goes into the driveway. Mr. Elfering <br />stated that the apron extends 4 -feet behind the back of the curb, and that the <br />apron is constructed as concrete. <br />-7 <br />
