£IJCRIHG S 41SS0(I4ITES <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 14, 2007 <br />RE: Lakeside Court <br />As directed by the City Council, staff has held an informational meeting with the property <br />owners along Lakeside Court to discuss the proposed reconstruction of the street and <br />addition of watermain. A copy of the meeting minutes are attached to this memo for <br />your review. <br />The proposed improvements for Lakeside Court would include addition of municipal <br />water service and reconstruction of the street to a 28 -foot urban section. While the <br />street's pavement rating is one of the poorest in the City and the street is included in <br />those requiring reconstruction, a major reason for its inclusion in the proposed 2008 <br />project was due to the watermain work. Staff felt that if the watermain work on Lakeside <br />Court was included with the large amount of watermain work to be undertaken next year <br />as part of the trunk watermain for the new St. Jude facility that cost savings could be <br />realized due to the economy of scale when compared to completing the Lakeside Court <br />improvement alone. <br />The result of the informational meeting poll conducted at the meeting on including <br />Lakeside Court in the 2008 improvements project was two (2) in favor and two (2) <br />indicated that they did not need City water. It was the consensus at the meeting that all <br />residents should be given the opportunity to vote on the improvement so a questionnaire <br />was mailed to all affected residents. The results of the mailing poll are attached to this <br />memo in the form of an exhibit. It should be noted that in the questionnaire that was <br />mailed to the residents it was stated that no response would be counted as a vote in <br />favor of the improvements. The results were 4 yes votes including the non - responses <br />and 7 no votes. <br />We would ask that the City Council review the attached information and provide direction <br />on if Lakeside Court should be included in the feasibility study for the City's 2008 <br />Improvements project.
