515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www. ci.Iit tle -c anacla. mn. us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: December 13, 2007
RE: Deer Count
MAYOR
Bill Blesener
COUNCIL
Rick Montour
Barbara Allan
John Keis
Michael McGraw
ADMINISTRATOR
Joel R. Hanson
I had another discussion with John Moriarty, Ramsey County Parks & Recreation,
relative to the County including Little Canada in a fly -over count of the deer population.
The cost to do so would be one hour of helicopter time ($285- $300). Once the count is
done, Moriarty would sit down with City staff and discuss the deer population levels and
whether or not a hunt is warranted.
Should it be determined that a hunt is warranted, the County would be willing to
coordinate the hunt with the Metro Bow Hunters Resource Board. The City would be
responsible for whatever public process it deems necessary, i.e. public hearing,
coordination of notices of the hunt to adjacent property owners, and /or obtaining
permission for the hunt on private property, etc.
As outlined in my November 20th report (see attached), a hunt outside the bow and arrow
season (September 15th through December 315t) is an option. However, in that case the
City would have to pay for the processing of deer which would then be donated to a food
shelf. That cost would be $70 per deer. For a hunt within the bow and arrow season, the
hunters are allowed to keep the deer they kill or they can donate the deer to a food shelf.
Donated deer are processed by the DNR at no charge.
The action item for the Council this evening is whether or not to authorize one hour of
helicopter time for the County to conduct a deer count within Little Canada. The County
would be doing their fly -over either the first or second week in January.
Issues to consider relate to feasibility as well as public reaction, and include the
following:
