NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 2555 Facsimile: 763.231 .2561 planners( @nacplanning.com <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: December 5, 2007 <br />RE: Little Canada — Tattoo Parlor — Text Amendment and PUD Permit <br />FILE NO: 758.09 — 07.36 <br />Background and Analysis <br />Dan Stock of the Press Gym, and Brandon Heffron of Beloved Studios, are seeking an <br />amendment to the Little Canada Zoning Ordinance that would allow them to open and <br />operate a Tattoo Parlor in a portion of the Press Gym location in the Market Place <br />Center. Currently, Tattoo Parlors are not an allowed use in any district in the City. <br />In late 2005, Mr. Heffron had sought permission to open such a facility in a location at <br />Little Canada Road and Lake Shore Avenue. At that time, the City rejected the request, <br />based on concerns that the location was surrounded by residential areas, and that <br />occasionally, the shop would likely attract clientele that could be considered <br />inappropriate for the residential character of the area. <br />The City further directed planning staff to research the tattoo parlor issue in the <br />expectation that future requests might be made for other locations. A copy of that report <br />is attached to this report for reference, which included research into nearby community <br />regulations, representative cities around the Twin Cities area, and any applicable <br />County or State regulations. The summary of that material was that most cities regulate <br />Tattoo uses as follows: <br />• Most regulations include tattoo, body piercing, and other body art in their <br />definitions <br />• Limited to specific commercial areas <br />• Required to have a separate business license <br />• Required to comply with County health regulations (if any) <br />• Required to remain separated from residential areas by some distance <br />-5 <br />
