In addition, there were other regulations often imposed, depending on the City. These <br />additional regulations included the following: <br />• Prohibiting such uses where sexually oriented uses were also present <br />• Providing for a minimum floor area (e.g. 250 square feet is required in <br />Mounds View) <br />• Identifying any other areas that are specifically ineligible for a license <br />The commercial areas of Little Canada along Rice Street are zoned (primarily) Planned <br />Unit Development (PUD). For most of the PUD District, there are limited residential <br />areas that would be affected by a Tattoo use in the district. Planning staff believes that <br />an ordinance amendment allowing such a use in the district could be accommodated <br />under specific requirements. Those requirements are summarized below: <br />1. The license shall be required for tattooing, body piercing, and other body <br />art establishments, with the exception of ear piercing as an accessory use <br />to jewelry sales. <br />2. The license shall provide for clean and sanitary conditions of the <br />premises. <br />3. The use shall only be allowed within a PUD, Planned Unit Development <br />District. <br />4. The use shall be required to obtain a separate business .license from the <br />City of Little Canada. <br />5. At the time of license application, or at the time of license renewal, the <br />license holder shall be required to demonstrate compliance to any <br />applicable regulations adopted by Ramsey County, including regulations <br />adopted subsequent to the initial license. <br />6. The use shall operate only during the hours specific by the City Council <br />(the applicant in this case proposed 12:00 noon to 8:00 p.m, for his <br />business). <br />7. No license shall be granted to any establishment that would be located <br />within 300 feet of a residentially zoned parcel, or a property that is used <br />for residential purposes within a PUD District. <br />8. No license shall provide for more than 2 clients being served at any one <br />time. <br />9. No more than 2 such licenses shall be available with the City at any one <br />time. <br />-6 <br />
