Restrictions on location in these three cities are identical to those in <br />Maplewood's code, listed above. The City of Mounds View takes another approach on <br />restricting location. Mounds View permits tattoo, body piercing, body branding, body <br />painting, and body scarring establishments in the B -2, Limited Business District, subject <br />to a three conditions: <br />1. Any such establishment shall be separated by no less than 1,000 feet from any <br />other such establishment located in the City, as measured from the property lines <br />of the property upon which the uses are located. <br />2, The minimum floor space for such use shall be 250 square feet <br />3. The establishment and operators shall be licensed and be in compliance with <br />Chapter 515 of the Code, relating to business licensing. <br />The City of New Hope classifies tattooing as a personal service, putting it in the same <br />category as barber shops, beauty salons, electrolysis, manicurists, tanning parlors, <br />physical therapists, therapeutic massage, and body piercing establishments. However, <br />since the issue of tattoo establishments has recently been a rather sensitive topic, the <br />City may want to treat them more conservatively. <br />CONDITIONS <br />Zoning District. One method of regulating tattoo and body piercing establishments <br />would be to only allow them in one specific zoning district. While performing a code <br />search, it was found that most cities permit tattoo and body piercing establishments in <br />zoning districts that are served well by collector and /or arterial streets. In the City, the <br />primary commercial area runs along Rice Street, classified in the Comprehensive Plan <br />as a minor arterial. Most of this area is zoned Planned Unit Development (PUD), rather <br />than one specific business district. A possible zoning scheme would be to allow tattoo <br />parlors in the PUD District only. <br />
