4. Meet consumer expectations of tattoo and body piercing establishments <br />If the City believes that a license should be incorporated, staff would recommend that, <br />at a minimum, the license addresses the following items: <br />♦ License application requirements <br />o License period and fee <br />o Execution <br />o Verification <br />♦ Persons ineligible for a license <br />♦ Locations ineligible for a license <br />o No license shall be granted for a property that is improperly zoned. <br />o No license shall be granted or renewed if the premises is licensed for the <br />furnishing of alcoholic beverages or as a sexually oriented business. <br />o Any such establishment shall be separated by no less than 1,000 feet <br />from any other such establishment. <br />o Any such establishment shall be setback a minimum of 350 feet from all <br />residential districts. <br />o No license shall be granted or renewed for operation on any property on <br />which taxes, assessments, or other financial claims are due, delinquent, or <br />unpaid. <br />♦ License requirements <br />o Prohibition of tattoos on minors <br />o Limit hours of operation <br />o Limitation on altering a licensed premises <br />o Prohibition of license transfer <br />• o Grounds for suspension or revocation of license <br />o Maintenance of order <br />o Require employee lists <br />o Require liability insurance <br />♦ Health and sanitation restrictions <br />o Infections and communicable diseases <br />o Lavatory requirement <br />o Sterilization and proper care of equipment <br />o Skin care <br />o Tattooing or piercing while under the influence of alcohol or illicit drugs <br />o Operator responsibilities <br />♦ Sanctions for license violations <br />Ramsey County does not currently have any regulations regarding tattoo parlors or <br />other forms of body art. However, Anoka County and Hennepin County do. The State <br />of Minnesota addresses tattoos in Section 609.2246, stating that no minor under the <br />age of 18 shall be tattooed without written parental consent. Staff recommends that, if <br />any state or county ordinances relating to tattooing and body art passed in the future, all <br />establishments be required to abide by all new regulations. <br />4 <br />-10- <br />
