MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2006 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-12-293 — APPROVING THE PRELIMINARY <br />PLAT FOR CANADIAN WOODS AS WELL AS A VARIANCE OF I6- <br />FEET FOR CUL -DE -SAC LENGTH SUBJECT TO COMPLIANCE <br />WITH THE RECOMMENDATIONS OF THE CITY PLANNER, CITY <br />ENGINEER, PLANNING COMMISSION, AND THE PARKS & <br />RECREATION COMMISSION <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). <br />Nays (1) Allan. Resolution declared adopted. <br />Allan indicated that she opposed approval of the Preliminary Plat at this <br />time since she felt that all the issues related to the plat should be resolved <br />before approval is given. Blesener stated that he would agree if the issues <br />impacted lot size or drainage. Blesener felt that the park charge issue <br />could be resolved between now and Final Plat. <br />CONCEPT Blesener opened the Public Hearing to consider a Concept Review for <br />REVIEW — Richie Place, a single - family development consisting of twelve lots. <br />RICHIE Blesener noted that the City Planner and the Planning Commission have <br />PLACE recommended approval of the concept subject to the redesign of Lots 7, 8, <br />and 9 to meet Code requirements for required lot width at the building <br />line, and subject to future connections to the properties on the east and <br />west. <br />Phil Soby, Lauren Development Company, appeared before the Council <br />and noted that if the City approved a Variance for cul -de -sac length, the <br />cul -de -sac could be pushed further into Lots 7, 8, and 9 and the lot width <br />requirement would be met. Soby noted that in order to provide <br />connections to the east and west properties, the lot layout proposed could <br />change. <br />Blesener noted that there is a lot of undeveloped property in this area, and <br />the City has to plan for the future development of this area. Blesener <br />indicated that the City must be pro- active in planning for future <br />development. Blesener stated that he would be willing to approve a <br />Variance for a longer cul -de -sac if that will accomplish the lot width <br />requirement being met for Lots 7, 8, and 9. <br />Allan asked where the proposed cul -de -sac would sit on the property. <br />Soby explained that there is a natural clearing on the Richie property, and <br />4 <br />.9 <br />
