PURPOSE: <br />The purpose of this report is to determine whether the qualification test for tax increment <br />eligibility, as required by Minnesota Statute for a Renewal and Redevelopment District <br />could be met. The proposed district is located in the southwest corner of the City of <br />Little Canada bounded by Rice Street to the west, Viking Drive to the south, and <br />Minnesota Street on the north. <br />SCOPE OF WORK: <br />The proposed district consists of four parcels, two single family dwelling parcels, one <br />with an attached garage and one with a detached garage, a gas station/convenience store <br />with a car wash, and finally a fast food restaurant with storage shed. <br />EVALUATIONS: <br />On June 21st, 22nd, and 26th, inspections were conducted on the four (4) sites and their <br />buildings. Permission was given by the owners of the properties to enter and inspect both <br />the interior and exterior of the buildings. <br />FINDINGS: <br />Coverage Test — <br />All four (4) parcels met the coverage test with approximately 73% coverage of the <br />total land area. <br />The four (4) parcels are occupied by buildings, streets, utilities, paved and gravel <br />parking lots and similar structures. This exceeds the 70% area coverage <br />requirement. <br />Condition of Buildings Test — <br />Forty two percent (42 %) of the buildings, three (3) out of the seven (7) buildings <br />(Buildings BB -2, CC -1, and DD -2), were found to be "Structurally Substandard" <br />when considering code deficiencies and other deficiencies of significant total <br />significance to justify substantial renovation or clearance. This exceeds the <br />condition of buildings test whereby over 20% of the buildings are deemed to be <br />"Structurally Substandard ". <br />Forty two percent (42 %) of the buildings, three (3) out of the seven (7) buildings <br />(Buildings AA -2, BB -1, and DD -1) were found to have existing conditions which <br />would require substantial renovation or clearance to remove hazards to the health, <br />safety, and general well -being of the community. This exceeds to 30% threshold <br />for other buildings requiring substantial renovation and clearance to remove <br />existing conditions such as inadequate street layout, incompatible uses or land use <br />relationships, obsolete buildings not suitable for improvement or conversion or <br />other hazards to the health, safety, and general well -being of the community. <br />- 6 0 - <br />
