CONCLUSION: <br />My survey and evaluation of the properties within the proposed renewal and renovation <br />district render results that, in my professional opinion qualify the district eligible under <br />the statutory criteria and formulas for Tax Increment Financing District funding. <br />SUPPORTING DOCUMENTS ATTACHED: <br />Summary report detailing the above findings. <br />PROCEDURAL REQUIREMENTS: <br />The properties were surveyed and evaluated in accordance with the following <br />requirements under Minnesota Statue Section 469.174, Subdivision 10, Clause (c) which <br />states: <br />Interior Inspection — <br />"The municipality may not make such determination (that the building is <br />structurally substandard) without an interior inspection of the property." <br />Exterior Inspection and Other Means — <br />"An interior inspection of the property is not required, if the municipality finds <br />that — <br />1. The municipality or authority is unable to gain access to the property; and <br />after using its best efforts to obtain permission from the party that owns or <br />controls the property; and <br />2. The evidence otherwise supports a reasonable conclusion that the <br />buildings is structurally substandard." <br />Documentation — <br />"Written documentation of the findings and reasons why an interior inspection <br />was not conducted must be made and retained under Section 469.175, Subdivision <br />3, Clause (1)." <br />PROCEDURES FOLLOWED TO MEET REQUIREMENTS: <br />Property AA (McDonalds) granted permission to inspect prior to demolition and <br />redevelopment of the site. Properties BB, CC, and DD were purchased by the City of <br />Little Canada and inspections were done following the purchase of the properties. I used <br />the keys to enter all buildings on each site and inspect for deficiencies. <br />For all buildings, data was reviewed from address files located at the City of Little <br />Canada. Building data from these public records was combined with and reviewed <br />against information gathered in the field. <br />- 6 1 - <br />
