The applicant is requesting to locate their business <br />within the Thunder Bay Plaza along Little Canada Road. <br />The current massage therapy license in the City is held by Noupath Massage in the <br />Edgewater Business Park. City staff is not aware of any issues that have been raised <br />by the existing massage therapy business, nor of any of the other accessory massage <br />therapy uses in other locations. It would appear that expanding the list of potential <br />licenses would not create an problem, based on this experience. <br />CUP Evaluation Criteria. In consideration of conditional use permit requests, the <br />ordinance states that the Planning Commission must consider the possible adverse <br />effects of the conditional use. The ordinance specifically states that the applicant must <br />demonstrate, by clear and convincing evidence, the following: <br />1. The business receives an appropriate license from the City of Little Canada, and <br />complies with all the requirements of that license. <br />2. All therapists are licensed in accordance with the requirements of the Municipal <br />Code. <br />
