Orion Arms <br />2090 64th St <br />Lino Lakes, MN 55110 <br />651- 210 -6456 <br />Nov 18th 2007 <br />Members of the city council, <br />My name is Ryan Buck. I own Orion Arms, a firearms based <br />engraving business. I recently applied for a home occupational permit. I <br />grew up in Little Canada and would like to return to start a family with my <br />fiance. I currently live in Lino Lakes and have been given the opportunity to <br />purchase my father's house built 28 years ago. Little Canada offers a great <br />community to raise a family. I currently engrave 20 -40 hours a week and the <br />business is a substantial part of my income. <br />As a FFL Orion Arms fills a particular niche in the engraving market. <br />In order to ship and receive our product we require a FFL(Federal Firearms <br />License). Obtaining a FFL is a long argious process, involving <br />fingerprinting, a federal background check and 90 day waiting period for all <br />of the processes to be conducted. A FFL is a highly regulated license. It is <br />controlled and monitored by the BATFE(Bureau of Alcohol Tobacco <br />Firearms and Explosives) a division of the federal government. <br />Operating with a FFL requires mandatory annual inventory reports, <br />meticulous transaction records and bound books documenting firearms <br />traffic. FFLs provide a required service to facilitate to proper control and <br />transfers of firearms. Businesses operating with a FFL are subject to <br />frequent inspection by the ATF which occur regularly and unannounced. <br />Once a FFL receives a firearm or firearm receiver it is entered in "a chain of <br />control ". Once in this chain, it is tracked and monitored back to the owner. <br />Unlike an ordinary citizen, if items in inventory of a FFL or in transit to and <br />from a FFL are lost or stolen, the FFL is required to report the theft or loss <br />to the ATF within 24 hours. Firearms theft or loss from an FFL is considered <br />a serious issue that the ATF takes action in recovery and prosecution of the <br />stolen firearm. Even if a firearm is misplaced it is mandatory that the loss be <br />reported. <br />I would like to briefly cover a few concerns expressed by the <br />planning commision. <br />-The shipping of complete firearms. <br />Although infrequent, shipping of complete firearm is a necessary part <br />
