The subject <br />site is currently zoned R -1, Single Family Residential District. According to submitted <br />application materials, the proposed firearms engraving business will be operated <br />from the residential home. The applicant has indicated that this business location will <br />not serve retail, walk -in customers as all of product correspondence is done through the <br />internet, U.S. mail and UPS delivery. <br />A special home occupation permit is needed to conduct this type of business from a <br />residential home in the R -1 District. The purpose of this subdivision is to provide a <br />means through the establishment of specific standard and procedures by which home <br />occupations can be conducted in residential neighborhoods without jeopardizing the <br />health, safety and general welfare of the surround neighborhood. <br />The purpose of the City's home occupation ordinance is to ensure two objectives: (1) <br />that residential neighborhoods are not subjected to non - residential disruptions, and (2) <br />that business operators conducting business in a commercial district are not subject to <br />unfair competition from those paying only residential taxes. <br />The zoning ordinance makes a distinction between permitted home occupations and <br />special or customarily "more sensitive" home occupations. Permitted home occupations <br />typically include home offices, piano lessons, or other similar uses. Special home <br />occupations have characteristics which may tend to disrupt the residential character of <br />the neighborhood. While permitted home occupations may be allowed as a matter of <br />right, special home occupations shall require a permit in accordance with the terms of <br />
