He further comments that such a connection would require substantial fill and would cause significant wetland impacts. b) Extension of proposed cul -de -sac west and north to Labore Road. This concept has serious deficiencies because it would require removal of three existing homes along Labore Road and would involve similar topographic problems, especially substantial elevation differences, that prompted the City Engineer to recommend against a connection to Arcade Street. c) Usage of the stub connection included with the proposed cud -cle -sac to create a street connection with Beam Avenue. This concept was supported by the City Engineer in his March 1, 2004, letter. However, this concept would cross property owned by two other parties. As the City Engineer acknowledged in his letter, "completion of this street route would require a cooperative effort of several property owners." As we understand, neither of those two property owners has expressed interest in this roadway extension. Thus, the City has no assurance that such a connection ever would occur. Through a site visit, I have directly observed the topographic issues described under options a) and b) above and the impacts that a connection to Beam Avenue would cause to an existing development along that roadway. CONCLUSIONS Based on the points addressed in this memorandum, it is our judgment that the City should not approve a variance to allow a 1,050 foot long cul -de -sac for the Richie Place development for the following two reasons: a) A 1,050 foot long cul -de -sac would result in significantly greater safety hazards than a cul -de -sac that would conform with the maximum 500 foot length defined in City Code. b) No assurances are available that one or more of the street extension concepts presented with the Richie Place plans ever would be implemented.
