b. Fences which are temporary in nature, are installed for the purpose of <br />protecting gardens or lawns from natural elements, and which are less than forty -eight (48) <br />inches in height may be allowed without permit, provided that such fences are not located within <br />the required front or side yards of a lot, and that such fences are not determined to be a nuisance <br />as regulated by the Little Canada Municipal Code. <br />Figure 903 -2 <br />G. Required Screening and Landscaping. <br />1. Where landscaping and/or screening is to be installed under the provisions of <br />this ordinance, the party responsible for the proposed actions must submit a detailed landscape <br />plan to the Zoning Administrator. Said plan shall identify design, size, quantity, and type of all <br />landscape elements and materials, including, but not limited to, plant materials, paving materials, <br />areas of fill or excavation, as well as site amenities such as sculpture, fountains, etc. The <br />plan shall be of sufficient detail so as to allow a precise estimate to be made by a qualified <br />landscape contractor. <br />2. Project Value and Performance Security. <br />a. All projects under this ordinance shall be accompanied by at least one <br />estimate from qualified contractors for each of the following: <br />(1) Building Project Cost. This estimate shall consist of the cost of <br />building construction, soil correction, rough grading, and parking lot construction and paving. <br />(2) Site Improvements. This estimate shall consist of the itemized <br />cost of site improvements including plants, paving, irrigation, finish grading, and other site <br />amenities, not including parking lot construction. <br />b. The City shall be- provided-witk may require a surety-bond, letter of <br />credit, cash escrow, certificate of deposit, securities, or cash deposit prior to approval of the <br />landscaping plan or initiation of work on the proposed improvement or development. Said <br />security shall guarantee conformance and compliance with the provisions of this section, and <br />where applicable, the conditions of the conditional use permit. <br />- 6 7 - <br />
