c. The security shall be in an amount to be determined by the Zoning <br />Administrator, but no less than one and one -half (1 1/2) times nor more than twice (2) the <br />amount determined by the Zoning Administrator for completion of the required screening and /or <br />landscaping and site improvements. <br />d. The security shall be in force for at least two (2) growing seasons <br />subsequent to the completion of the required landscaping and to insure proper planting and <br />growth. <br />e. Projects with a cumulative estimated value for subparagraphs 2.a.(i) and <br />2.a.(ii). of $500,000.00 or more shall submit plans which have been prepared by or under the <br />supervision of and signed by a registered landscape architect licensed by the State of Minnesota, <br />or other qualified party approved by the Zoning Administrator. <br />3. The screening required herein in all zoning districts other than I -1 shall consist <br />of a solid fence or wall constructed from masonry, brick, wood and /or steel. A chain link fence <br />with slats does not constitute an acceptable screen or qualify as a solid fence in these districts. In <br />the I -1 Zoning District, the screening required herein shall consist of a chain link fence with <br />slats, or a solid fence or wall constructed from masonry, brick, wood, and/or steel. Required <br />fences or walls shall not exceed eight (8) feet in height or be less than six (6) feet in height. <br />Screening shall not extend within fifteen (15) feet if any street and shall be placed along the <br />property line. In the case of screening along the street, screening shall be fifteen (15) feet from <br />the street with landscaping (trees, scrubs, grass, and other planting) between the screening and <br />the boulevard. <br />Required maintenance of wooden fences shall include the replacement'ofbroken or rotten <br />beards: <br />4. Earth mounds, compact evergreen, or dense deciduous hedge five (5) to six (6) <br />feet in height, together with over and under story trees or other plantings may be required in <br />addition to or in lieu of or in addition to other screening. Where required, such landscaping shall <br />consist of the following: <br />a. Earth mounds not greater than four (4) feet in height and shall not <br />exceed a 1:1.5 slope. <br />b. Planting materials (at the time of planting): <br />Minimum Sizes for Potted /Bare Root* or Balled and Burlapped Shade Trees: 2 inches dia. <br />Half Trees (Flowering Crab, Russian Olive, Hawthorn, etc.)" 1 - 1/2 in. dia. <br />Tall Shrubs & Hedge Material (Evergreen & Deciduous): 3 - 4 feet <br />Low Shrubs (Evergreen & Deciduous): 18 - 24 inches <br />*Mode is dependent upon time and planting season, availability, and site conditions [includes <br />both natural (soils, climate, groundwater, etc.) and man-made (irrigation, grading, etc.) <br />influences]. <br />5. Trees, shrubs, or ground covers shall meet the standards of the American <br />Association of Nurserymen. <br />6. Regular maintenance of said landscaping, as dictated by the site conditions <br />(soils, climate, groundwater, etc.) shall be required. Failure of said landscaping to consistently <br />comply with and meet the intent of this section shall constitute a violation of this ordinance The <br />property owner shall be required to maintain all landscaping as a condition of any occupancy, <br />including removal and replacement of dead, diseased, or overgrown plant materials. <br />- 6 8 - <br />
