k. Surfacing. <br />i. All parking area plans shall be submitted to the city and are <br />subject to the review and approval of the Building Official. The Building Official may refer the <br />plans to other city staff for review. <br />ii. Driveway construction requires a permit, as established by <br />Chapter 821 of the Little Canada City Code. <br />iii. All areas intended to be utilized for parking space accessory to <br />commercial, industrial, and attached housing, including associated driveways, shall be paved <br />with asphalt, bituminous, modular pavers, or concrete to control dust and drainage. Other paving <br />materials may be approved by the City Council. <br />iv. For construction of new single family homes (including <br />reconstruction of any home in which estimated construction cost is equal to, or greater than, the <br />assessed valuation of the existing building) in all R -1 and R -2 districts, areas intended to be used <br />for vehicle parking spaces and driveways shall comply with the paving requirement in paragraph <br />k.iii. of this section. <br />v. Paving of any existing unpaved driveway shall be required at the <br />time of construction of a new garage with access to the public street. <br />vi. Paving of any existing unpaved driveway shall be required at <br />the time of any driveway construction or reconstruction subject to the permitting regulations of <br />this section. <br />vii. Parking areas and driveways for existing garages and /or homes <br />shall in all cases be surfaced with a material suitable to control dust and drainage, minimizing <br />erosion or siltation in the public street and /or stormwater system. A covering permitting growth <br />of grass or weeds in the R -1 or R -2 districts does not constitute an acceptable surfacing material. <br />1. Striping. Except for single family and two - family dwellings, all parking <br />stalls shall be marked with white or yellow paint lines not less than four (4) inches wide. <br />m. Lighting. Any lighting used to illuminate an off - street parking area <br />shall be so arranged as to reflect the light away from adjoining property, abutting residential uses <br />and public rights -of -way and be in compliance with Section 903.020.I of this Ordinance. <br />n. Signs. No sign shall be so located as to restrict the sight lines and <br />orderly operation and traffic movement within any parking lot. <br />o. Curbing and Landscaping. Except for single family and two - family <br />dwellings, all open off - street parking areas shall have a perimeter continuous curb barrier around <br />the entire parking lot. Said barrier shall not be closer than five (5) feet to any lot line. In the case <br />of commercial, industrial, or multiple family property which abuts R -lor R -2 Zoning Districts, <br />said barrier shall be no closer than twenty (20) feet from the shared property line. Landscaping in <br />accordance with Section 903.020.G. shall be provided in all areas bordering the parking area. In <br />addition, within off - street parking areas of fifty (50) or more stalls, irrigated, landscaped islands <br />shall be provided at a rate of one island per fifteen (15) surface spaces or fraction thereof. For the <br />purposes of this ordinance, an island shall be required to consist of one hundred (100)sgy'nre feet <br />of landscaped surface. Such islands shall be contained in raised, curbed beds.consistent with <br />parking lot construction requirements of this ordinance, except that infiltration basins. and rain- <br />gardens may be allowed in appropriate locations. It is not the intent of this paragraph to a <br />project of the installation of islands which are necessary to promote the safe and efficient fiowof <br />traffic, regardless of parking lot size. <br />p. Curbing Around Metal Buildings. In districts in which metal buildings <br />are permitted, a perimeter curb barrier shall be provided around metal buildings, said barrier <br />shall not be closer than five (5) feet to the building wall. <br />- 7 7 - <br />
