MINUTES <br />CITY COUNCIL <br />DECEMBER 21, 2011 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2012 GOAL The City Administrator recommended that the Council call for a 2012 Goal <br />SETTING Setting Session for early February. He indicated that issues for consideration <br />SESSION are the date of the session, whether or not to have a new facilitator conduct the <br />session, and whether to continue last year's practice of having citizen -at -large <br />representation. <br />The Council agreed that the session should be held on Monday, February 6, <br />2012 at 4:30 p.m. The Council also felt that, if possible, a new facilitator should <br />lead the session in order to perhaps gain a different perspective. The Council <br />discussed again including citizen -at -large representatives and felt that the same <br />three citizens should be invited to participate and an additional three citizens <br />added. The consensus was that citizen -at large representatives would serve for <br />two years on a rotating basis so that three are always in their second year of <br />representation and three are in their first year. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -12 -253 — CALLING 2012 GOAL SETTING <br />SESSION FOR MONDAY, FEBRUARY 6, 2012 AT 4:30 P.M. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CITY The Finance Director reported that the Council held a workshop meeting just <br />FINANCIAL prior to this evening's regular Council meeting at which it discussed in detail <br />PLANS & the GASB 54 accounting requirements as well as the proposed City Financial <br />GASB 54 Plans. The Director noted that the GASB 54 requirements are housekeeping in <br />nature and relate to the City's financial reporting. She also noted that the <br />Council discussed year -end transfers that are necessary in order to present the <br />City's financial statements in the manner in which they need to be prepared for <br />the 2011 Audit. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -12 -254 — AUTHORIZING THE CLOSING OF <br />THE FUNDS SPECIFIED, INITIATE TRANSFERS TO THE NOTED <br />FUNDS, AND ADJUST THE GENERAL FUND OPERATING BUDGET <br />12 <br />
