MINUTES <br />CITY COUNCIL <br />DECEMBER 21, 2011 <br />One of the property owners expressed concern with County spending especially <br />the large public works projects that are underway in these times of economic <br />downturn. The City Administrator noted that the County has approved a 1.7% <br />tax increase, and indicated that the big impact to property taxes is the shift <br />caused by elimination of MVI -IC and implementation of the I-IMVE coupled <br />with declining property values. <br />Blesener noted that average property values in St. Paul are decreasing by 25 %, <br />which results in the shift of some tax burden from St. Paul to the suburban cities. <br />One of the property owners expressed concern with the valuation of their <br />property. The Administrator suggested that this issue be discussed with the <br />County Assessor. The Administrator suggested that the property owners obtain <br />comps or values of properties in their area to present to the Assessor in support <br />of their position that their property is overvalued for tax purposes. <br />There was no one else from the general public wishing to comment on this <br />matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011-12-241 —ADOPTING THE 2012 BUDGET AND <br />CERTIFYING THE 2012 TAX LEVY FOR THE CITY OF LITTLE <br />CANADA IN THE AMOUNT OF $2,660,453 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator recommended Bonded Indebtedness Tax levy reductions <br />to zero. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -12 -242 — APPROVING THE 2012 BONDED <br />INDEBTEDNESS TAX LEVY REDUCTIONS AS RECOMMENDED BY <br />CITY STAFF <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0).
