MINUTES CITY COUNCIL DECEMBER 21, 2011 One of the property owners expressed concern with County spending especially the large public works projects that are underway in these times of economic downturn. The City Administrator noted that the County has approved a 1.7% tax increase, and indicated that the big impact to property taxes is the shift caused by elimination of MVI -IC and implementation of the I-IMVE coupled with declining property values. Blesener noted that average property values in St. Paul are decreasing by 25 %, which results in the shift of some tax burden from St. Paul to the suburban cities. One of the property owners expressed concern with the valuation of their property. The Administrator suggested that this issue be discussed with the County Assessor. The Administrator suggested that the property owners obtain comps or values of properties in their area to present to the Assessor in support of their position that their property is overvalued for tax purposes. There was no one else from the general public wishing to comment on this matter. Upon motion by Keis, seconded by Boss, the public hearing was closed. Montour introduced the following resolution and moved its adoption: RESOLUTION NO. 2011-12-241 —ADOPTING THE 2012 BUDGET AND CERTIFYING THE 2012 TAX LEVY FOR THE CITY OF LITTLE CANADA IN THE AMOUNT OF $2,660,453 The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted. The City Administrator recommended Bonded Indebtedness Tax levy reductions to zero. Keis introduced the following resolution and moved its adoption: RESOLUTION NO. 2011 -12 -242 — APPROVING THE 2012 BONDED INDEBTEDNESS TAX LEVY REDUCTIONS AS RECOMMENDED BY CITY STAFF The foregoing resolution was duly seconded by Montour. Ayes (5). Nays (0). Resolution declared adopted. 6
