MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2012 <br />RESOLUTION NO. 2012 -1 -16 — ORDERING IMPROVEMENT NO. <br />2012 -02, ROSEWOOD DRIVE FROM COUNTY ROAD C TO CUL- <br />DE -SAC, AND AUTHORIZING THE CITY ENGINEER TO <br />PREPARE PLANS AND SPECIFICATIONS FOR THIS <br />IMPROVEMENT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the improvement <br />2012 -03 of Spruce Street (from County Road C to the cul -de -sac) by mill and <br />SPRUCE overlay of bituminous road surface as well as repair /replacement of <br />STREET damaged concrete curb and gutter sections. <br />The City Engineer reviewed the existing road conditions and the proposed <br />improvement which would consist of a mill and overlay as well as <br />replacement of curb and gutter that is damaged or holding significant <br />water. The Engineer noted that seal coating and crack sealing of the street <br />was reviewed, but due to the current condition, staff is recommending this <br />higher level of maintenance (mill and pave) to re- establish good drainage <br />and protect the street subgrade. <br />The Engineer noted that the current cost estimate anticipates that <br />boulevard restoration will occur through seeding. Sod would be more <br />expensive. The Engineer noted that both would require some care on the <br />part of the property owner to successfully establish. He indicated that if <br />the neighborhood prefers, sod can be used rather than seed. <br />The Engineer estimated the proposed project cost at $79,000. He <br />indicated that this cost is estimated from pricing received for 2011 projects <br />utilizing seeding as well as planning for some cost increase. Changing <br />from sod to seed would add approximately $3,488 to total project costs. <br />The Engineer then reviewed the City's Assessment Policy noting that the <br />cost of a mill and overlay project is shared equally between the City and <br />property owner. He noted, however, that the cost of storm sewer repairs is <br />not assessed to property owners, but paid by the City. The Engineer <br />estimated that the total amount to be assessed against Spruce Street <br />properties is $38,500 with total assessments of $38,901.04 including a <br />potential development deferral. Due to the likelihood that the deferred <br />assessment will not be collected, the amount will offset the City's share of <br />the cost if it is ever collected. <br />8 <br />
