MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2012 <br />The City Engineer then reviewed assessment payment methods which <br />include payment of the assessment in full or part by the property owners <br />with no interest within 30 days of adoption of the assessment. Property <br />owners can also have their assessment certified to Ramsey County for <br />collection with property taxes. Those assessments would be spread over a <br />10 year period. Interest would be charged, with the Engineer noting that <br />the interest rate for 2011 assessments was 5.25 %. He noted that once <br />certified to the County, assessments can be paid in full any time in the <br />future, but recommended that payments be made prior to November 15`h <br />of the given year, otherwise the full next year's interest is added to the <br />payment balance. The Engineer also pointed out that a property owner on <br />a fixed income can utilize an assessment deferral if certain criteria are met. <br />However, interest does accrue on deferred assessments. <br />The Engineer then reviewed the proposed project schedule as well as <br />construction issues. He estimated that the work on Rosewood Drive <br />would take 20 to 25 working days, given the full depth mill and overlay <br />needed on the north -south section. However, that work could be spread <br />out over the course of 1 to 2 months. Access will also be inconvenient <br />when the north -south section of the street is taken down to the gravel. If <br />curbing is replaced in front of driveways, driveway access would be <br />restricted for 5 days in order to allow the concrete to cure. The Engineer <br />then reviewed the estimated Assessment Roll for the project as well as <br />reviewed an example of an assessment amortization schedule for an <br />assessment certified to the County. <br />One property owner asked where the north -south and east -west portion of <br />the street met. The City Engineer indicated that the north -south section <br />would go slightly around the corner to include the first cul -de -sac. <br />Blesener asked for a show of hands, and those present from the <br />neighborhood indicated their support for the project. <br />There was no one else present wishing to comment on this project. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />Montour noted that two of the properties have addresses on Rice Street, <br />but back up to Rosewood Drive. The City Engineer indicated that given <br />these lots are subdividable, they are included in the project. These <br />property owners may be eligible for a development deferral. However, <br />interest would continue to accrue on a deferred assessment. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />7 <br />
