MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2026 <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2026-1-6—APPROVING THE AMENDED PERSONNEL POLICYAS <br />PRESENTED <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />APPROVE EXEMPT GAMBLING PERMIT FOR SPECIAL INTERMEDIATE SCHOOL <br />DISTRICT 916 FOUNDATION ON FEBRUARY 26, 2026 <br />The City Clerk presented a request for the proposed event on February 26, 2026, and recommended <br />approval of the Exempt Gambling Permit for the Special Intermediate School District 916 Foundation. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-1-7 — APPROVING THE EXEMPT GAMBLING PERMIT FOR <br />SPECIAL INTERMEDIA TE SCHOOL DISTRICT 916 FO UNDA TION ON FEBR UAR Y <br />26, 2026, CONTINGENT ON RECEIPT OF THE PERMIT FEE <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Malone stated that she suggested the addition of a running group to the Parks and Recreation program <br />offerings, which has been added and is included in the city newsletter. <br />Miller commented on the annual review of the Director that is underway for the Cable Commission. <br />He hoped that the city would do everything it could within its power related to the immigration <br />enforcement activity in the community and encouraged residents to call 911 if they felt unsafe. <br />Kwapick provided an update on the recent tour of the new Ramsey County Environmental Center in <br />Roseville, which he and some members of City staff attended, hosted by the Ramsey County League of <br />Local Governments. <br />Mayor Fischer provided an update on the recent meeting of Metro Cities and the Regional Council of <br />Mayors. He noted that while the Regional Council of Mayors agreed that the tactics and strategies <br />being used by ICE are problematic, there is very little that can be done about it on the local level. He <br />also encouraged residents to call 911 if there are safety concerns resulting from an encounter with ICE. <br />He noted that the topic was also discussed at the nine cities meeting, where the same conclusion was <br />reached. He also provided an update on the Little Canada Fire Relief meeting. <br />The Assistant City Administrator provided an update on the meeting of the Little Canada Historical <br />Society, where she played a violin that was donated to the Historical Society and had been played over <br />100 years ago. <br />5 <br />
