MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2026 <br />Mayor Fischer asked and received confirmation that the plan is a standalone item, even though it is <br />coming forward because of a project requirement. The City Engineer confirmed that this would be a <br />policy document of the City. <br />Miller referenced the demographics of the city and asked for clarification. The City Engineer stated <br />that, per the Title VI rules, the City needed to analyze the language proficiency of the community, <br />noting that the City does not meet the threshold of needing to translate its documents. He noted that <br />there are continued reviews of the plan. <br />Malone introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-1-4 — APPROVING AND ADOPTING THE CITY OF LITTLE <br />CANADA TITLE VI PLAN <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />2026 CITY COUNCIL COMMITTEE APPOINTMENTS <br />The City Clerk stated that each year the Council assigns itself to a list of Boards and Committees and <br />noted that the 2026 appointments are almost identical to the 2025 appointments, highlighting the <br />proposed changes. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-1-5 — APPROVING THE CITY COUNCIL COMMITTEE <br />APPOINTMENTS FOR 2026 AS PROPOSED <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />PERSONNEL POLICY SECOND UPDATE <br />The City Clerk stated that in December, the City Attorney reviewed the Personnel Policy to ensure <br />updated language and consistency with current laws. She stated that the update was approved by the <br />City Council in December and noted that, upon further review, there are some additional updates <br />proposed and provided a brief overview. <br />Mayor Fischer asked if information is provided to employees on the tax implications of how payouts <br />are made. The City Clerk confirmed that city staff is available to do that, noting that the Finance <br />Director has been a great resource. <br />The City Administrator commented that in his experience, the Finance Director was very helpful in <br />determining how the payout should be made and what would be best for him. <br />rd <br />
