MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2025 <br />RESOL UTION NO. 2025-12-200 —APPROVING THE AMENDED PERSONNEL POLICY <br />LANGUAGE AS PRESENTED <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ACCEPT RESIGNATION OF FINANCE DIRECTOR SAM MAGUEREANU AND <br />AUTHORIZE POSTING OF POSITION <br />The City Clerk stated that the Council is asked to accept the resignation of the Finance Director and <br />authorize the posting of the position. She recognized the great work that the Finance Director has done <br />since he joined the staff in 2022. She reviewed the last day proposed as a full-time employee, noting <br />that he will remain on staff in a lower capacity to assist with the transition. <br />Mayor Fischer agreed that the Finance Director has done a great job in his role and recognized that he <br />is leaving the city for a great opportunity. He recognized that, as a smaller city, sometimes staff move <br />on to larger opportunities. <br />Miller thanked the Finance Director for the great knowledge he shared related to property taxes. <br />Malone stated that she has also appreciated the assistance that the Finance Director was able to provide <br />her that gave her a better understanding of City financial matters. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-12-201— ACCEPTING THE RESIGNATION OF FINANCE <br />DIRECTOR SAM MA GUEREANU AND A UTHORIZING POSTING OF THE POSITION <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Kwapick provided an update on the final meeting for the year he attended for the Ramsey County <br />League of Local Government. <br />Gutierrez stated that she also attended that dinner and found it to be a great event. <br />Miller provided an update on the most recent meeting of the Cable Commission that he attended. <br />Malone provided an update on the most recent meeting she attended for Northeast Youth and Family <br />Services. <br />Mayor Fischer commented on the recent interviews for the Parks and Recreation and Planning <br />Commissions. He thanked those who participated in the recent Cookies with Santa event. He stated <br />15 <br />
