MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2025 <br />RESOLUTION NO. 2025-12-198 —ADOPTING ORDINANCE 926ESTABLISHING THE <br />CITY'S FEES FOR 2026 AND APPROVING SUMMAR Y PUBLICA TION OF THE <br />ORDINANCE WITH THE AMENDMENT TO PAGE 15, THE SECOND TO LAST BOX, <br />TO REMOVE OR COMPLEMENTARY OR ALTERNATIVE HEALTHCARE <br />The foregoing resolution was duly seconded by Mayor Fischer. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ACCEPT RESIGNATION OF CHARLIE LEHN, PUBLIC WORKS MAINTENANCE <br />WORKER, AND AUTHORIZE POSTING PUBLIC WORKS MAINTENANCE I AND <br />APPRENTICE POSITIONS <br />The Public Works Director stated that Charlie Lehn accepted a director position with another city and <br />has submitted his resignation letter. He stated that staff would like to move forward with hiring a <br />replacement and would also like to authorize hiring a public works apprentice. He provided <br />background information on the apprentice position that works with public works and parks, noting that <br />it has been a successful program since it began in 2016 or 2017. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-12-199 — A CCEPTING THE RESIGNA TION OF PUBLIC <br />WORKS EMPLOYEE CHARLIE LEHNAND A UTHORIZING THE HIRING OF A <br />PUBLIC WORKS MAINTENANCE I POSITION AND A PUBLIC WORKS APPRENTICE <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PERSONNEL POLICY UPDATES <br />The City Clerk stated that they have been making changes over the years to the Personnel Policy, and <br />it was time for a large review and overhaul to bring things up to date and in compliance with new <br />standards. She stated that the City Attorney assisted in providing updates, which are identified in red, <br />while staff -recommended changes are shown in blue. She provided a brief highlight of some of the <br />proposed changes. <br />Mayor Fischer thanked staff for their work on this and recognized that this also provides information <br />on the new Minnesota Paid Leave Act as required. He noted that this is more of a restructuring rather <br />than a change of context. <br />The City Clerk agreed and stated that this will be a much better document in the new form. <br />Malone commended staff for the great work, recognizing the time and effort to complete this. <br />Miller introduced the following resolution and moved its adoption: <br />14 <br />
