MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 9, 2012 <br />CUPs <br />200 AND 202 <br />RYAN DRIVE - <br />RUSS FISCHER <br />compliance with the recommendations of the City Planner as outlined in <br />his report dated February 3, 2012. <br />Motion seconded by Hall. <br />Motion carried 6 — 0. <br />The City Planner reported that Russ Fischer, owner of 200 and 202 Ryan <br />Drive, has made application for two Conditional Use Permits for indoor, <br />retail used -car sales dealerships. The Planner pointed out that the property <br />in question is zoned I -1, and this use is allowed by Conditional Use <br />Permit. The Planner reviewed the February 1, 2012 staff report <br />recommending approval subject to conditions. The Planner also noted that <br />this property previously had a CUP for indoor, retail used -car sales, but <br />that CUP lapsed as the use was discontinued for more than one year. <br />Russ Fischer reported that he is the owner of 200 Ryan Drive and <br />indicated that there are four addresses for this building. He is applying for <br />Conditional Use Permits for his units at 200 and 202 Ryan Drive, and is <br />requesting his name on the CUPs. <br />Fischer reported that there would be indoor sales of vehicles in both <br />locations. He noted that the City requires five indoor parking spaces for <br />each address, and the City's Fire Marshal has verified that this parking is <br />available. <br />Duray asked if there auto repair is a part of these businesses. Fischer <br />replied that it is. Duray asked if there was any outdoor storage. Fischer <br />replied that there is definitely outdoor storage for each location and he has <br />the appropriate CUPs for that use. The vehicles that would be stored <br />outside would be those waiting to be repaired. <br />The City Planner agreed that outdoor storage is by CUP, and thought that <br />Mr. Fischer has CUPs for outdoor storage. Outdoor storage of vehicles <br />does require the vehicles to be licensed and operable. The City Planner <br />suggested that the Code Enforcement Officer be asked to verify the <br />outdoor storage CUPs. <br />Fischer reported that there is overnight outdoor parking of vehicles at his <br />building, noting that customer vehicles waiting to he repaired are parked <br />outdoors overnight. <br />Barraclough reported that he visited the property and reported that there <br />were a number of cars parked in the area of 200 Ryan Drive making it <br />difficult to go around the comer of the building.
