MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 9, 2012 <br />yard on a number of neighbors versus the impact of storage in the front <br />yard on one neighbor should be a consideration. Hall stated that he could <br />not support the request given the facts. <br />Murphy stated that she supported the Variance because it meets Code <br />requirements, and the lot is unique in that the Roberto property back yard <br />faces the Anderson front yard, so essentially there are two back yard <br />situations. Murphy stated that just because the proper place for this <br />storage is the back yard, the City cannot assume that the storage would be <br />less offensive in either location and based on that, pick one location over <br />the other. Murphy stated that this is why she is suggesting an intense, <br />natural screening while still allowing a reasonable use of the property. <br />The higher screening may cost more, but Murphy felt that the Roberto's <br />point of view must also be considered. <br />Maleitzke stated that she supported the Variance request, but suggested <br />that either a 4 foot planted screen or a 6 foot fence should be required. <br />Maleitzke felt that Anderson could make that choice. <br />Duray recommended approval of the Variance to allow the storage of a <br />wood pile, boat with trailer, and utility trailer in the front yard of the <br />Derek Anderson property at 298 Rose Lane subject to compliance with the <br />recommendations of the City Planner as outlined in his report dated <br />February 3, 2012 with modifications to those recommendations as follows: <br />1. Firewood storage consists of no more than 4 cords of wood <br />and no more than 6 feet in height; <br />2. Planner's recommendation not modified; <br />3. Storage consists of one boat on a trailer and one utility <br />trailer with lengths each to be no more than 30 feet in <br />length and no more that 6 feet high; <br />4. Screening to consist of a line of shrubs along the front lot <br />line to screen the storage area from properties to the north. <br />Plantings should be at least 4 feet in height, no more than 4 <br />feet on center; <br />with the Commission declaring that the variance is supportable without <br />excessive impacts on the neighborhood and with the Commission <br />recommending adoption of the findings of fact as outlined in the City <br />Planner's report dated February 3, 2012. <br />Motion seconded by Fischer. <br />Motion failed 3 to 3. Duray, Fischer, Maleitzke in favor. Barraclough, <br />Hall, and Murphy against. <br />The City Planner indicated that the Commission can pass the matter on to <br />the Council with the split vote, or another motion can be made. <br />
