MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2012 <br />Anderson indicated that the gravel was put in by the previous owner and is <br />dense given the need for the City to bring a vactor into the area to access <br />its sewer line. Anderson stated that he would prefer to screen in the most <br />cost - effective manner possible. Anderson also indicated that he is willing <br />to place the boat /trailer and trailer in a manner that will minimize the <br />concerns of his neighbors. <br />Keis noted that the City is processing a Variance request, therefore, asked <br />if a 6 -foot fence could be approved as part of this request. The City <br />Planner indicated that the fence would require an additional zoning <br />procedure, noting that the Variance is for outdoor storage in a front yard. <br />The Planner noted that the Code allows for a special purpose fence by <br />Conditional Use Permit, and suggested that would be the appropriate <br />zoning process for the fence. Keis asked if another fee would be charged <br />to the applicant. The City Administrator suggested that the Council could <br />determine whether or not to waive the fee given that fencing may be <br />determined by the City to be the best way to screen the outdoor storage <br />area. <br />Montour stated that he was tending to prefer a natural planting screen. <br />The City Administrator indicated that it is possible to plant in the gravel <br />area provided the planting bed is properly prepared. He also indicated that <br />it may be possible to find 5 to 6 foot planting materials for $10 to $25 <br />each. The City Administrator suggested that the applicant be given the <br />opportunity to consider the costs and whether a fence or natural plantings <br />would be more economically feasible. <br />Montour stated that it appears the consensus of the Council is in support of <br />the Variance for the wood pile, boat/trailer, and utility trailer provided the <br />outdoor storage area is screened. He noted that the Roberto's prefer a <br />fence for screening. Montour also pointed out that unless additional <br />screening is required, the outdoor storage on the Anderson property will <br />still be visible. Montour noted that issue is whether the screening will be <br />fencing or plantings, and the Council needs an evaluation from the Fire <br />Marshal on the fire pit. Anderson noted that his wood pile is just under <br />200 feet from Savage Lane. <br />McGraw asked if the Council could pass the Variance with a conditional <br />declaration on the CUP for special purpose fence. The City Planner stated <br />that the Variance could be approved with the condition that the property <br />owner apply for and receive a CUP for a special purpose fence. Keis <br />noted that if the CUP is not approved, then the screening would have to be <br />natural vegetation. <br />12 <br />
