MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2012 <br />Anderson asked if he would have to apply for another zoning action and <br />pay another fee. Keis suggested that the fee be waived given the screening <br />with a fence may be directed by the city. <br />Montour stated that he would like specifics relative to the layout of the <br />storage area, fence materials and location, length of the fence and what <br />specifically the fence will screen. <br />Keis suggested that the public hearing be continued for 30 days during <br />which time the applicant can bring back more details and a CUP for a <br />special purpose fence can be applied for. Keis noted once the applicant <br />gathers more information, he may be able to make a decision on whether <br />he prefers a fence for screening or plantings. McGraw and Montour <br />agreed, indicating that Anderson may find that plantings are less <br />expensive. <br />Amy Roberto asked what Anderson will do if he finds it not to be feasible <br />to screen the outdoor storage. Anderson stated that at this time he was not <br />sure what he would do. Roberto stated that she was not sure why the other <br />options were not being considered, i.e. storage in the back yard or seasonal <br />storage on the driveway. The City Administrator stated that if Anderson <br />does not screen the storage area, he will not have a Variance and he will <br />not be able to store in the front yard. If the Variance is approved, and <br />Anderson does not meet the conditions imposed by the Council, the <br />Variance will lapse if not acted on within a year. <br />Keis suggested table action on the Variance for a month pointing out that <br />the Council will have more information at that time when Anderson <br />determines the cost of a fence versus plantings. The City Administrator <br />suggested not processing a CUP for the fence at this time until more <br />information is available. It was noted that if it is determined the fence is <br />most economically feasible, a CUP for the fence can be processed during <br />the April planning cycle. The Administrator indicated that if action is <br />tabled on the Variance, that Anderson be required to sign a 60 -Day <br />Waiver or the Variance will be deemed to be denied. Anderson agreed to <br />sign the waiver. <br />The Planner indicated that it might not be possible to find reliable <br />information on the cost of plantings this time of the year. The City <br />Administrator reported that the City has information on the cost of <br />arborvitaes from its County Road B -2 planting project that could be used <br />for comparison purposes. Keis pointed out that the Planning Commission <br />recommended 6 foot plantings for screening. He suggested that given <br />plantings will grow about a foot a year, the plantings don't need to be 6 <br />feet in height to begin with. Anderson indicated that the staff report <br />13 <br />
