MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2012 <br />recommends 24 inch plantings. The Administrator suggested that the <br />height of the wood pile could be adjusted to match the screening. It was <br />noted that a cord of wood is 4 feet by 4 feet by 6 feet long. Montour <br />stated that he needs to know the height and length of the storage area, its <br />exact location of the materials to be stored. He also pointed out that it <br />appears the applicant and the neighbors prefer a fence for screening. <br />Anderson indicated that he would prefer whichever is the least expensive. <br />Montour asked if the area could be bermed. The Administrator stated that <br />that would shift the storage to the south and push storage unto less level <br />ground. <br />Boss pointed out that the Fire Marshal needs to review the property from a <br />Fire Code standpoint. Montour agreed that that needs to be done but <br />pointed out it is not a part of the Variance request. <br />The Council discussed the screening heights that it would support, with <br />the consensus being in support of a 4 -foot height if natural plantings are <br />used and a 6 -foot height for fencing. The Council indicated that the wood <br />pile, boat /trailer, and the utility trailer must be screened. McGraw noted <br />that Anderson would be out of compliance if any of these items extended <br />beyond the screening. It was also the consensus of the Council, that if a <br />fence is used for screening, Anderson would be required to make <br />application for a CUP for a special purpose fence which would be <br />processed in the April planning cycle. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -2 -37 — TABLING ACTION AND <br />CONTINUING THE PUBLIC HEARING ON THE VARIANCE <br />REQUEST TO ALLOW THE STORAGE OFA WOOD PILE IN <br />FRONT YARD AND TO ALLOW THE PARKING OFA <br />BOAT /TRAILER AND UTILITY TRAILER IN THE FRONT YARD <br />AT 298 ROSE LANE UNTIL THE MARCH 29, 2012 COUNCIL <br />MEETING, DUE TO THE LACK OF ADEQUATE INFORMATION, <br />AND ASKING THE PROPERTY OWNER TO PUT TOGETHER <br />INFORMATION ON THE VARIOUS TYPES OF SCREENING <br />OPTIONS, EITHER NATURAL PLANTINGS OR FENCING, <br />OBTAINING INFORMATION ON THE TYPES OF PLANTINGS <br />AND SIZES AND THE TYPES OF FENCING AND SIZE, AS WELL <br />AS PRESENTING INFORMATION ON THE FOOTAGES <br />INVOLVED IN EITHER TYPE OF SCREENING, AND REQUIRING <br />DEREK ANDERSON TO SIGN A 60 -DAY WAIVER AGREEING TO <br />TABLING ACTION UNTIL MARCH 29, 2012 OTHERWISE THE <br />VARIANCE WILL BE DEEMED TO BE DENIED <br />14 <br />
