MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2012 <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -2 -38 — AMENDING THE ZONING CODE <br />UPDATING REGULATIONS IN SECTION 903.130 RELATING TO <br />ADULT - ORIENTED BUSINESS USES IN COMMERCIAL AND <br />INDUSTRIAL DISTRICTS ADDING THESE AS ALLOWED USES IN <br />THE B -3 AND I -I ZONING DISTRICTS, AND AMENDING THE <br />ZONING MAP TO REFLECT THE ADOPTED REGULATIONS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />AMENDMENT Montour opened the Public Hearing to consider an Amendment to the <br />TO Subdivision Ordinance, Sections 1006 and 1008, relating to <br />SUBDIVISION specifications for various subdivision design standards and <br />ORDINANCE improvements. It was noted that the Planning Commission recommended <br />approval of the amendment. <br />The City Planner reported that this amendment has been requested by the <br />City Engineer. The amendment requires that developers meet City <br />standards relative to the installation of lift stations and the types of <br />equipment that the City will accept, based on a standard equipment list the <br />City will maintain. Equipment standards are based on reliability and ease <br />of maintenance. The Planner noted that these standards should help avoid <br />any discussions with developers who are trying to minimize cost of utility <br />installations. The Planner reported that the second amendment relates to <br />water main and requiring the looping of water main. The Code currently <br />encourages looping, but this amendment makes it clear that this looping is <br />required from a public safety standpoint. <br />Keis indicated that the amendment gives the City more authority and <br />control rather than having to get into a negotiation with a developer. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by McGraw, seconded by Montour, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />16 <br />
