MINUTES
PARKS & RECREATION COMMISSION
FEBRUARY 2, 2012
Water Works Trail. Lolmaugh pointed out that currently the Water
Works Trail does not go anywhere. She indicated that she utilizes trails in
Roseville because of their looped system. Slain noted that the project is
very expensive, and questioned how much usage a sidewalk would get
from the railroad to Rice Street. The Director pointed out that without
estimates, usage would be difficult to determine. He noted that people
from the residential areas along Country Drive walk the street to access
the gas station /convenience store on Little Canada Road and fast food on
Rice Street. The Director felt the sidewalk improvement was more for
destination walkers than recreational walkers. Heikke stated that he has
seen runners and people pushing strollers along Country Drive.
Maida asked if a trail improvement would be less expensive. Sanders
reported that a trail would need to be 8 to 10 feet in width. While the
materials would be less expensive (bituminous versus concrete), a trail
would require more right-of-way, thus increasing the cost. A trail would
meet biking standards, however. Sanders also indicated that he was not
sure whether a portion of this project could be assessed, but noted that that
would be a City Council decision.
Fahey asked what the City Engineer's review would add. Sanders replied
that the City Engineer could help refine the project estimates, review and
comment on design issues, and possibly suggest funding sources.
The Director noted the Goal Setting session scheduled for Monday,
February 6111, and suggested that this trail project be suggested as a goal
which will then determine whether or not there is Council support for the
project. If there is support, the feasibility report could then be submitted
to the City Engineer for refinement. The Commission concurred.
DEMONT The Director reported that the Demont Rink was re- opened on an
RINK abbreviated schedule, being closed on Mondays, open the remaining
SCHEDULE weekdays from 4:30 p.m. to 9:00 p.m., and open on the weekends from 12
noon to 9:00 p.m. The Director indicated that he had staff keep a count of
people using the rink and will have that report shortly.
The Director also indicated that the Recreation Department will keep the
Fire Barns rink open as long as possible. The ice at that rink is shaded,
therefore, can he maintained longer than the ice at the Demont Rink
which is in the full sun.
Sullivan noted that Little Canada has been able to maintain its rinks
longer than Roseville. The Director attributed this to the Department's
flooding of rinks during the evening rather than the daytime hours.
4
